As a foreign English speaker, personally I value writing more than speaking. However, if someone asked the same question couple years ago, then I might probably have said, "Speaking". Nonetheless, both skills are very important and essential to the foreign students. Speaking and writing are like a parallel line that always go together in the same direction but with balance. A student being fluent in speaking, when the student starts the brainstorming for the writing assignment, that student can come up with multiple ideas and start forming the sentences. Furthermore, A student being accurate, when the student starts to speak, the student can correct one's self without any difficulties.
