The past tenses although still complex have a much more structured and logical progression than present tenses. past perfect = had, past perfect continuous = had been + ing. Although there are always exceptions with irregular verbs it seems to me this would be much easier to teach than present tenses. There are many ways to make this interesting for students such as asking questions about previous events in their lives and when the event occurred. This could progress into study and activate stages with students preparing and presenting stories about the event
