Budget definitely comes into play with respect to purchase of appropriate course materials. This will determine if teacher will be developing her materials or be able to use already created materials. I do agree that the best option would be to use previously prepared materials with a course syllabus and tested balance mix of information supplemented by teacher created material. This will enable teacher to teach appropriate level materials very specific to student levels and interests.
