I think the best way to build confidence is to use authentic texts. It may be challenging to find authentic texts that are at levels appropriate for beginning students, but with some thorough searching and some vocabulary pre-teaching, some authentic articles that don't have a lot of words can probably be found. Perhaps fliers or advertisements. Authentic texts with a lot of words and even paragraphs are only going to work for higher level students. Non-authentic, appropriately-leveled texts are necessary to develop reading and listening fluency and are much more readily available at all levels than authentic texts.
