In my school we often encounter similar issues. I have prepared a fairly detailed entrance test but there is no way a 10 minute test can accurately decide a student's level. Many especially are quite shy or reluctant to say as they may have never seen a foreign teacher or just because of the first time to meet you. Often some classes have a variant level. Even if they were suitable children can fall behind with lack of homework or revision, then their class may have to be altered to suit their current level.
