Diagnostic tests will be important son that I do not waste timenteaching something that students already know well. For speaking fluency, I think informal assessments of listening to students in class when there isn't the pressure of a scored exam weighing on their minds will give a better indication of their true speaking fluency. Writing, listening and reading skills are easier to formally assess than speaking, as are vocab and grammar. I am in favor of periodic formal evaluations of these skills.
