Understanding the variety of goals that a non-Native English speaker has for learning the language seems like it could really help tailor a program for the student. I had no idea how many different types of English tests were available and what purpose each of them served. I do think a lot of this has to do with positions that aren't necessarily inside of an already established national school system as they are likely to already have the goals mapped out for the students.
