In teaching speaking and writing, it can be hard to gauge how much correction is needed, and how much to just let the students speak and build up their confidence and fluency. It seems to me that being concerned about accuracy in one phase, and another phase allowing fluency, will be a very helpful tool. And even within different parts of one phase, I can decide before hand on which activities to require more accuracy.
