Evaluations are important. While I myself do not believe that tests paint a whole picture in a students progression in the classroom, it does tell you where improvements need to be made. There are some students who have test anxiety which can have a serious implication on their final grade. But that doesn't mean the student doesn't have the knowledge of the material. The progression of students should fall on the teacher's evaluation on the students.
