Listening, speaking, reading, and writing are equally important in learning language. Of these, listening and reading are receptive skills. Useful learning tools are exercises that reinforce the reading skills such as prediction from, say, a headline, skimming to get the gist of a piece, scanning to find specific information, deductions from context, and concentrated reading for full understanding. These will broaden vocabulary and general understanding, making understanding through listening easier and adding to fluency.
