The modal auxiliary verbs have a vast range of applicability which makes them essential learning for any student of English. However, their tenses and structures can be tricky so formal study is probably for more advanced levels. That being said, modals can still be introduced and worked on in engage and activity stages that focus on fluency. Modals can be studied in depth with a focus on accuracy during the study stages of lessons. Modal verbs are also a way of expressing degrees of propriety which might be of special importance in some cultures (polite styles of speaking in Japan come to mind). The passive voice will be a good way of showing how emphasis changes and how, practically, one can reduce responsibility by using the passive voice. A child is more likely to say "It got broken" than "I broke it." The passive voice using "by" is useful for providing information but keeping the emphasis elsewhere. Phrasal verbs seem a lot like collocations to me and might be taught most effectively as lexis.
