Reading and listening skills are very important for everyone, not just English language learners. It can be more challenging though to develop those skills in a language that is not your first language. Scanning and skimming skills are good to develop as it can help students not to get bogged down with the minutia of the reading selection. Also for listening, trying to catch the main words and get the general idea can be helpful (although sometimes could cause issues if the student misunderstands that general idea)
