Evaluating and testing should be done periodically for all students. Levels should always be taken into consideration, especially if a student is brand new to the class room. The best thing really is to make sure everybody knows where they're going right, but more importantly know where they're going wrong so they know what areas they need to strengthen in. This is obviously a policy better deployed with students of high confidence, as it may elicit a negative response from youngsters.
