Evaluation is usuaaly a controversial theme mainly if the school is taking it by means of grades. it is , to me, much more beneficial to keep on assessing/evaluating students from classroom activities than from a specific paper, on a specifc day, which makes students nervous and it many times prevent them from showing what they really know. International certifications are a reality and they are used a lot in the whole world. So, I believe tests in schools should be made not as a normative view, but by a funcional one.
